The last five chapters of the Book of Judges comprise two stories: The story of Pesel Micah, “Micah’s graven image,” and the story of Pilegesh B’Gibeah, “The concubine at Gibeah.” Both stories highlight how extremely terrible things were during that entire period, but also is an euphonic banner statement: In those days there was no king in Israel; every man did what was right in his eyes. – Judges 21:25
The conclusion of the Book of Judges leaves us interested in seeing a reversal of the status of that time. We are expecting to see a king of Israel, and that is something we will look forward to in the Book of Samuel. Indeed, the central theme of the Book of Samuel, perhaps, is the anointing of the first monarchy.
